									<p style="line-height:normal">Policy leadership is crucial for&nbsp;driving a country&#8217;s progress, as it involves identifying problems, seeking&nbsp;sustainable solutions, and making informed decisions that shape economic,&nbsp;social, and desired shared futures.<span style="font-family: &quot;Segoe UI&quot;, sans-serif; background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;"> </span>Effective policy leaders need skills and tools to&nbsp;address policy issues at the design, implementation, and evaluation stages of&nbsp;the policy cycle. They are involved in analyzing various aspects of complex&nbsp;policy issues. Policy leaders need critical thinking in assessing evidence,&nbsp;engaging diverse stakeholder perspectives, evaluating reasoning in arguments,&nbsp;and interpreting numerical data in context for rational and objective analysis&nbsp;of the different aspects of policy issues. With this belief, the Nepal Policy&nbsp;Institute (NPI) has ideated the Nepal Policy Leadership Program (NPLP) to equip&nbsp;participants with these critical thinking skills and policy analysis tools,&nbsp;fostering a new generation of policy leaders from public, private, and&nbsp;non-profit sectors dedicated to the country&#8217;s prosperous future.<span style="font-family: &quot;Segoe UI&quot;, sans-serif; background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;"><o:p></o:p></span></p>
<p style="line-height:normal">The NPLP was launched in February&nbsp;2024, welcoming 25 participants as its first generation (G1) of participants,&nbsp;with the program concluding in September 2024. This eight-month-long program&nbsp;has been offered to its inaugural cohort in collaboration with the Kathmandu&nbsp;University School of Management (KUSoM) Policy Lab. Although the NPLP is designed&nbsp;to be open to policy leaders from the public, private, and non-profit sectors,&nbsp;the first generation consists solely of government sector participants,&nbsp;prioritizing public sector engagement to initiate the program. The participant&nbsp;nomination process was coordinated by the Prime Minister’s Office (OPMCM),&nbsp;including government officers from 13 different Ministries and three Constitutional&nbsp;Commissions, ranging from joint secretaries to section officers.<o:p></o:p></p>

<p style="line-height:normal">The NPLP is delivered in a
blended format, comprising online, personal, and action learning components.
The residency and post-residency sessions are offered online to engage Nepali diaspora experts, while the in-person residency session provides experiential
learning opportunities. Upon completing the NPLP, participants will be invited
to join the NPLP Alumni Community, offering a lifelong learning platform.<o:p></o:p></p>

<p><strong>Executive Summary:</strong></p>
<p>Inclusion was central to adopting a federal structure in Nepal. However, the idea and the process of inclusion both have been contested over the years since inclusion, as a concept, was conceived officially and envisaged in the Constitution. Using ‘reluctant inclusion’ as an analytical frame, this Policy Brief explains how the articles included in the Constitution in Nepal have grappled with the question of facilitating broad inclusion in the design of political power-sharing mechanisms and institutions. The groups who face major institutional constraints on their representation and participation in the power-sharing arrangement are influenced by multiple factors that are accentuated by the entrenched loopholes in the Constitution, the structure, and the process of inclusion at large. This makes Nepal’s effort at inclusion a reluctant one as exclusion is rooted within the social structure, that manifests at the political level making inclusion rather a token than a principal in which the democratic, federal institution building is grounded.</p>

<p><strong>Executive Summary:</strong></p>
<p>Millions of Nepalis living and working abroad are currently disenfranchised and cannot exercise their constitutional rights to participate in national and local elections. The constitutional provision has been reiterated by a decision of the Supreme Court that the Government should take immediate action to remedy the situation. And yet, to date, there has been little progress in this regard, and not because the government, or political parties, disagree with the decision but due to lack of strong political will and technical know-how. Overseas voting has been allowed for in numerous countries, and i-Voting has been gaining greater currency and appeal. Technical constraints and security considerations are certainly valid but they can be addressed by developing a National Framework for Verifiable i-Voting for external voting. What is missing is appropriate legislation and political will for an external voting policy for Nepali nationals abroad.</p>

<p>मुलुकबाहिर काम गरि वसिरहेका लाखौ नेपालीहरु आफ्नो मताधिकारबाट वञ्चित छन् । उनीहरुले राष्ट्रिय र स्थानीय चुनावमा सहभागी हुन पाउने आफ्नो संबिधानप्रदत्त अधिकारलाई अभ्यास गर्न पाएका छैनन् । सर्वोच्च अदालतले संबैधानिक ब्यवस्था अनुसार तत्काल मताधिकारको अधिकार दिने ब्यवस्था कार्यान्वयन गर्न सरकारलाई निर्देशात्मक आदेश दिइसकेको छ । तर, आजको मितिसम्म यो बिषयमा थोरै मात्र प्रगति देखिएको छ । पुर्ण प्रगति नदेखिनुमा सरकार वा राजनैतिक दलहरुवीच असहमत नभई दलहरुसँग वलियो राजनैतिक इच्छाशक्ति र प्राविधिक ज्ञानको अभाव जिम्मेवार देखिन्छ । दर्जर्नौ देशहरुले प्रवासी नागरीकको लागि मताधिकारको अधिकार प्रदान गरिसकेको छ । नया प्रविधिको बिकाशले &#8216;आई–भोटिङ&#8217; (इन्टरनेटमा आधारीत भोटिङ) को माध्यमबाट आप्रबाशी नेपाली हरुले आ-आफ्नो सुबिधाको कम्पुटर बाट मतदान गर्न सक्ने हुदा परम्परागत बिधि बाट चुनाब गराउदा हुने कठिनाइ र लागत जोगाउने सुबिधा नेपाललले प्राप्त गरेको छ। यस पद्दतिमा केहि सुरक्षा र बैधताको पक्षहरुवारे बिशेष ख्याल गर्नु भए पनि सबै समन्धित पक्षहरुलाई स्वीकार्य आई&#8211;भोटिङको राष्ट्रिय फ्रेमवर्क बनाएर यी चुनौतिहरुको सम्बोधन गर्न सकिन्छ । मुलुकबाहिर रहेका नेपालीको लागि  मताधिकारको नीति  सम्बन्धित आबस्यक कानुनी ब्यबस्था तय भइ कहिले कार्यान्वयन हुने भन्ने प्रश्न  राजनैतिक इच्छाशक्तिमा निर्भर रहने देखिन्छ ।</p>
