Feedback Sought on the President’s Policy Speech, and the Government’s Latest Budget

NPI is keen to put forth its collective take on these two critical documents of the Government’s that have only recently been out in the public domain. Please note though that, of the two, the Policy Speech (which contains the government’s program of action for the year to come) is of greater import for purposes of policy analysis although an assessment of both will provide a more comprehensive picture of the state of the public policy domain in the country.

We’d love to hear your thoughts on them along the lines of the short template below. Bullet points will do, and are actually preferred!

Hope you’ll be able to revert by June 13, 2022 please.

Please provide your feedback on these two economic documents; the list below is indicative of the topics you could consider (bullet points will suffice)

1. General direction of the government’s development agenda (specifically, a comparative perspective of the development program announced by the government, and whether it is aligned with the Government’s Policy and Program declaration announced by the President of the Republic)

2. Risks inherent in the policy program, ie, are the proposed programs realistic and achievable?

3. Credibility of the budget (for example, is this a realistic one and are there adequate elements for successful implementation in the stipulated timeline?)

4. Comprehensiveness of the budget (eg, is budget and fiscal risk oversight comprehensive?)

5. Budget components (eg, are key constituent parts of a budget such as the Medium-Term Expenditure Framework, Asset Management, etc. well articulated?

6. Public expenditure norms (eg, are the principles of how public money is to be expended made very clear?)

7. Views on fiscal discipline (eg, do the budget and the government’s policy and program demonstrate that they are aware of how to stay within means?)

8. Views on inter-governmental fiscal relations (given the centrality of federalism in Nepal now how well are inter-governmental fiscal relations articulated?)

9. Any other views?

The Government-affiliated Policy Research Institute (PRI) in Nepal has requested feedback from relevant policy think tanks and NGOs in Nepal and elsewhere about the research environment in the country and the role of NGOs and other entities. NPI Policy Audit and Research Award 2022

NPI is pleased to announce the selection of Mr. Bikal Shrestha, PhD and his team for their selection as the recipients of the NPI Policy Audit and Research Award 2022. His team comprises of Mr. Ram Bahadur Charmakar and Mr. Ujwal Adhikari as Research Assistants. Together, they will be carrying out research on “Scoping the policy domain of reforms in local governance in Nepal.”

The topic is extremely relevant in Nepal at the moment given the federalization exercise currently underway. The goal of the research is to carry out rigorous analysis of mal-governance at the local government level so as to be able to make actionable policy recommendations on how local governance can be enhanced across the country.

Survey on Public-Private Partnership (PPP) in School Education in Nepal

This survey is being conducted on behalf of the Asian Development Bank under their Technical Assistance Project TA-9415 REG: Innovation in Education Sector Development in Asia and the Pacific. The survey aims to collect perspectives on key policy, institutional, and sustainability issues of public private partnerships in the school education sector. The answers you provide will be anonymous. We would like to request NPI experts to kindly complete this survey.

Both the English and Nepali versions of the survey is attached herewith.

Appointment of Prof. Achyut Wagle as Senior Fellow

NPI is pleased to announce the appointment of Professor Achyut Wagle as a Senior Fellow at the Institute, effective January 2022. Prof. Wagle has a PhD in Economics from IIT Kanpur, a MSc (Merit) from Birmingham Business School, and a MA in Development Studies from Tribhuwan University

His substantial professional experiences have included, among others, serving as an Advisor to: (i) the Prime Minister of Nepal, (ii) the Governor of the central bank of Nepal, and (iii) the Chief Commissioner of the Commission for the Investigation of the Abuse of Authority (CIAA).

Since 2008 Prof. Wagle has also been a member of the OECD’s International Network on Financial Education.

He has provided consultancy services to multilateral organizations such as the World Bank and the Asian Development Bank, and since 2012 has also been a weekly Columnist for Kantipur Publications Pvt. Ltd. (Nepal’s largest newspaper group).

His contributions in the field of public policy analysis in Nepal are significant. NPI congratulates Prof. Wagle on this appointment.
